This is a seal of the 5th Dalai Lama. According to Schuh the inscription was taken from the Great Golden Seal (gser tham chen mo) of the 5th Dalai Lama. Schuh is citing the Tibetan book yig bskur rnam gzhag (Schuh's abbreviation is SI) as to that this seal was called "rtsi rtsi pha'o" which is a Tibetan transcription for the Chinese first syllables "tzu tsai fo".
